In hindu succession act, for inheritance, Can the Sec 14 take precedence over Sec 15?

Situation : Can the Sec 14 take precedence over Sec 15? At the time of opening up of succession, can a surviving widow sister who is in possession of her spinster sister's property, after she dies intestate, become an absolute owner by getting a legal heirship certificate? Other heirs of her mother/father have predeceased in that entry, at the time of opening up of succession. That is the siblings die a) prior to purchase of property and b) prior to the enactment of act in 1956, do they or their children claim having a right of share in the spinster's property?
