Pf not paid but deducted from employee

Situation : Dear sir , Am working as a HR and where I work have some issues that is the pf of some employees are not paid as their of enrollment is not possible due to adhaar validation error and their contribution is deducted monthly but not paid to pf . As I reported this issue to heads they are not taking it seriously the thing am afraid is does any penalties applies on me . If it's on employer that's on head please reply
