What law points have to be raised in the Writ petition.? What is your opinion on this matter?

Situation : I work in ONGC. I am an RTI activist and 2 of my 2nd appeals ( 1st on Undercover operation to torture me and to spoil my personal life by agents of HR Department of ONGC Regional Office Mumbai, and the 2nd about blocking of all my official mail facility like Lotus mail/ONGC webmail, My space & SAP Mail & transactions including my right to post any feedback on any issue of concern) are pending with Central Information Commission, New Delhi since 29.09.16 & 08.04.17 respectively. HR Dept. of ONGC is planning to eliminate me in order to get rid of the liability to answer my queries as the same will badly expose them. I anticipate an attack on my life at my new place of posting. Thus I want to file a writ petition in Bombay High Court to stop my transfer till all the matters on undercover operation and related issues are brought to their logical conclusion. In the past also, Lead poisoning was caused to me at ONGC BCB canteen, Prabhadevi, Mumbai due to which I suffered from facial palsy & wrist drop etc. By taking timely action, I survived the conspiracy to cripple & kill me. The undercover operation carried out by HR department of ONGC Mumbai over last 11 years through hired agents.
