Tree cutting laws

Situation : I have a tree that's grown 30% into govt land and 70% in my land. Can i cut that tree? - its a tree that's allowed to be cut without permission if its in your property. This is in Kerala. If i do cut it will there be any legal case against me? Naturally the tree cannot be cut 70%, so whats the rule here? I want to build a boundary wall and this tree is the corner, so have to cut it down.
