Is Fathers will binding on us?

Situation : My father made will before dying, he have a self-earned land Property. In his will he mentioned as follows 1) I decided to sell this property 2) after sale of this property pay tax applicable to me on the sale consideration 3) then pay give 50 % of remaining amt to specific NGO 4) then distribute the remaining amt between us 2 brothers & sister equally My questions are A) who will sell this property , are we legal heirs. B) how we can pay taxes of deceased person if the sell is done after many months of his death. C) is NGO became legal Heir. D) Can we sell this land as legal heirs. E) Who will sign the agreement to sale . F ) Is payment to NGO legally binding on us ? G ) Is NGO have any legal Right on land or sale consideration ? H) In which Bank account the sale consideration will go ? who will pay tax ? can we make legally allowed investments from sale consideration to save tax ?
