Can power of attorney gift a property where the GPA doesnt contain to whom or can he could GIFT?

Situation : A GPA is done in the year 1988. In the GPA document "To execute the sale deeds, agreement of sale, mortgage deeds, gift deeds" is mentioned. It doesnt contain to whom the POA can/should gift the property. But in the year 2005, the POA has gifted the property to his cousin sister and brother-in-law. In the year 2015, the new donee's has came into an agreement with a builder for construction of apartment. is there any legal issues in buying an flat from the Land Owner share. i.e Donee's.
