Is there any property law that token amount once paid can not be refunded even if there no aggrement done between two parties ye

Situation : We had finalized one property in Kamothe Navi Mumbai for 33L. We had paid seller a 3L by cheque and got receipt signed from him and remaining 30L we're to be paid by loan. Now since we are facing some financial issues and we need to cancel this deal. Seller is refusing to pay our advance amount of 3L back. Also, he is saying if he pay that amount back, he will deduct 1L and will repay 2L till December in installments. I am in the need of money, what can be done in this case.
