What legal action I can take against builder who sold us the property which is not in town and country planning in Bhopal.

Situation : I had purchased the independent house in Bhopal, MP in 2012. I was not informed by builder that this property is not approved by town and country planning of Bhopal municipal. At the time of this purchase, home loan arrangement was done by builder's only as they have tie up with LIC-Housing. There were no objection reported by LIC-Housing related to T&C planning to sanction the loan and loan was approved and disbursed. I am trying to sale this Bhopal property. I had few buyers wanted to purchase this property, however they went to SBI for availing the home loan and SBI rejected their application because property is not in T&C planning. - This is when I came to know that this property has no approval from T&C planning.Builder is giving false timelines to fix this issue and it is still not done. After multiple follow up with builder, he finally agreed to help us to selling this property the sale agreement was prepared in month of July,18 and post dated cheque was given to us as token money. The token money cheque got bounce due to insufficient funds in buyers account. we are trying to contact builder and buyer but they are not responding to our calls and emails.
