Is money recoverable which has been benefited to students of our government school?

Situation : Sir, I am a HM in a primary government school. Bihar govt schools are operated by a Shikha samiti which is elected by B.E.O. . President is ward member, he has to work with me for the operation of our school. But last year Shikha samiti has not been elected due to debate among villagers. So samiti could not be elected and BEO opened an account with senior teacher for the operation of our school. But president filed RTI for income and expenses for 1 year from the date of Shikha samiti election till now. RTI officer said that he has no rights to demand details of income expenses untill Shikha samiti is elected. He is asking for recovery of entire money which I have given the benefits of government schemes to students of our schools. Is money recoverable which has been befitted to students?
