Deemed membership u/s 22 (2) MCS act 1960

Situation : I have applied for membership in CHSL in mumbai. 120 days before but society didn't communicate with me. So I applied for deemed membership u/s 22 (2), MCS act 1960 in the deputy registrar office. But from last 10 years same MC is operating and they never conducted election in that period. So I want to know. 1) whether MC has right to take decision on my membership? 2) If I had sent them incomplete documents along with membership then they have right to reject my application? 3) can I challenge them regarding the election? Because they are not cooperating with me. Kindly guide me, what legal remedy that I have?
